Hi Matin – we don't see your transcription attempts on the server so that suggests a connectivity / network issue. Could you please try the usual things for this issue such as restarting your internet, Premiere Pro, computer, checking your firewall, disconnecting VPN if any, trying a mobile hotspot, etc.?
